The Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) provides that virtually all employers that sponsor group health plans must permit covered persons who lose coverage under the plan as a result of certain events the ability to continue those benefits for a specified period of time on a self-pay basis. The penalties for non-compliance can be substantial.
